Superintendent’s Legislative Update

In an effort to keep our community informed about legislative activity pertaining to education, the most recent update is as follows (Facts in a Flash, Jennifer Hogue, Ohio School Boards Association, 2015):

Budget Update

The Senate Finance Education Subcommittee held two hearings this week on House Bill (HB) 64, the biennial budget. The committee heard testimony from the Office of Budget and Management, the Ohio Department of Education, the Ohio School Facilities Commission, and the Legislative Service Commission.

House Education Committee

The House Education Committee heard proponent testimony on HB 70. This legislation would authorize school districts and community schools to initiate a community learning center process to assist and guide school restructuring.

The committee also heard sponsor testimony on HB 148 from Reps. John Patterson (D-Jefferson) and Sarah LaTourette (R-Chagrin Falls). This bill would require the Ohio School Facilities Commission to provide classroom assistance to a school district resulting from the consolidation of two or more school districts or from voluntary transfer of the entire territory of a school district if specified conditions are satisfied.

House Health and Aging Committee

The House Health and Aging Committee heard opponent testimony on HB 89. This legislation makes changes to the Medicaid School Program.

House State Government Committee

The House State Government Committee held a hearing on HB 114, which would require the Ohio Board of Building Standards to adopt rules for the use of a barricade device on a school door in an emergency situation and would prohibit the state fire code from prohibiting the use of the device in such a situation. First responders and law enforcement offered their support for the bill.
